Before
The public
administration, with the bureaucratic model, responded to "give
orders", a closed public administration that did not listen to citizens.
The bureaucratic administration was characterized by the secrecy and distancing
that existed in public administration in relation to citizens. Likewise, public
administration was expensive and inefficient, a growing disinterest and / or
distrust of citizens towards local, regional and public institutions. In some
countries, it still exists today.

Information and
Communication Technologies (ICT) are currently seen as the ideal vehicle to
solve, transform the rules of operation of public administration to increase
their efficiency, creating shared information systems to improve management;
simplifying administrative processes and even, expanding the processes of
participation and making the activity of governments more transparent.
Citizen participation
This platform has
been created, so that citizens have the opportunity to exchange ideas, not only
raise problems in relation to the citizen service within the public
administration, referring to their claims about their rights due to lack of
information, for example, in the fields of academic personal documents such as
certified notes, communications to and from customer service Departments,
governmental and municipal procedures, tax payments and others, there are still
deficiencies and problems that must be resolved and / or improved, which
generates excessive bureaucracy, distrust, loss of time, discomfort and
impotence in the citizens.

Multistakeholder
The active
participation of knowledge gathering or social actors that make up the dynamic
coalition: "Citizen Participation and Internet Governance" will be in
charge of "Multiple stakeholders" (Multistakeholder), from Civil
Society, Private Entities, Government, Academic Sector , and / or social
actors, who will give their proposals based on the opinions expressed in the Citizen
Forum, this union of knowledge will be grouped and arranged which will allow
constructing technical, academic, social and other arguments that will be taken
to the IGF with the intention of obtaining answers and solutions.

"The Dynamic
Coalition: Citizen Participation and Internet Governance" will have as its
mission, to work on the proposals which will be reflected in our website or
Blog, so that the voices of citizen participation are heard in the Internet
Governance Forum, fulfilling the objectives, mission vision of the IGF, by
adhering to the principles of Internet Governance that took place in Geneva
2003-Tunisia 2005.
What does the Dynamic Coalition want to achieve?
With the participation
of social actors and strategic alliances will develop proposals in the
knowledge laboratory, based on: "The Citizen Participation Forum"
which will be released to the IGF to implement them, in order to achieve a
government transparent, responsible, a more receptive and efficient public
administration.
- The Dynamic
Coalition fulfills the Role of being: "The Nexus, Union, Ally" so
that the Citizen and Government can be more participative in the public
policies of Internet Governance according to the mandate of the IGF.
-Follow the plans of
Action, for the welfare of the citizen in compliance with the principles of
Internet Governance with respect to the Geneva 2003-Tunisia 2005 treaty.
