Taking into account the Declaration of Principles and the Action plan
of the first phase of the World Summit about the Information Society (WSIS)
in Geneva 2003, as well as, the commitment made in Tunisia 2005 based on the
objectives and principles of the UN Charter, the declaration of Human Rights,
goals and objectives of the millennium as announced in the commitment of
Tunisia (2) based on the Geneva principles.
Likewise, in the principle 121 of Geneva, the United Nations, asked
the AGNU to declare May
17th as the World Day of the Information Society and that it should be
celebrated annually. We citizens know it as the "Internet Day".
Therefore:
Order 1
As a citizen, I invoke the GOVERNMENTS, on this special date, to
respect our freedom of expression and the free flow of information, that our
ideas and our knowledge be taken into account for human development as
indicated in the declaration of principles of Geneva (4,5,55), where they
reaffirm it in the commitment of Tunisia where it says:
4.- We reaffirm, as an essential foundation of the Information
Society, and as stipulated in Article 19 of the Universal Declaration of
Human Rights, that every individual has the right to freedom of opinion and
expression, that this right includes not to be disturbed because of their
opinions, to investigate and receive information and opinions, and to
disseminate them, without limitation of borders, by any means of expression.
Communication is a fundamental social process, a basic human need and the
foundation of all social organization. It is the central axis of the
Information Society. All people, everywhere, should have the opportunity to
participate, and no one should be excluded from the benefits offered by the
Information Society.
5.-We reaffirm our commitment to
the provisions of Article 29 of the Universal Declaration of Human Rights,
namely, that every person has duties with respect to the community, since
only in it can freely and fully develop their personality, and that, in the
exercise of their rights and in the enjoyment of their freedoms, every person
shall be subject only to the limitations established by law for the sole
purpose of ensuring the recognition and respect of the rights and freedoms of
others, and to satisfy the just demands of morality, public order and general
welfare in a democratic society. These rights and freedoms can not under any
circumstances be exercised in opposition to the purposes and principles of
the United Nations. In this way, we will promote an Information Society in
which human dignity is respected.
55 We recognize that through the
existing mechanisms for Internet governance, the Internet has become a solid
commodity, dynamic and with a further reach geographically. It has become an
asset in which the private sector has focused its daily activities and in
which periphery is innovated and value is created.
Order 2
The governments that work in
the public administration, do it in the best way (Efficiency) to achieve the
objectives (Effectiveness) that is to say a BETTER SERVICE TO THE CITIZEN and
greater transparency with the help of the icts. We do not want a bureaucratic
administration characterized by secrecy and distancing from citizens, because
that generates mistrust, discomfort, as a consequence it leads to Protests.
Concluding:
The Political Organization and the
Power together with the multiple stakeholders ((Multistakeholder), have seen
fit to create a Dynamic Coalition called: Citizen Participation and Internet
Governance "with the aim of collaborating respecting the principles
carried out in Geneva and Tunisia as well as, the projects that are being
carried out in the IGF.
That the Dynamic Coalition: Citizen
Participation and Internet Governance, with the participation of social
actors in strategic alliances, will develop proposals in the knowledge
laboratory, based on the Citizen Participation Forum, applying three Ps:
Proposal, Participate and No protests.
For that reason, the dynamic
Coalition will play the role of Nexus, an ally between local governments and
citizens in public Internet governance policies through the Action Plans
under the Internet Governance principles discussed in Geneva 2003-Tunisia
2005.
Lastly, just as citizens demand
rights, we must also fulfill our duties.
