A.-Plans of Education in phases with strategic alliances and measurement of results




Formation of new generations for greater participation and action in organizations that "Make the Internet work (e.g. IGF, ICANN, IETF, ITU, IEEE, others)". University extension projects that allow knowledge to be carried beyond the walls of the University. Seek a start of continuous relationship of such organizations with universities. This educational preamble would build the foundations for a later phase of educational dissemination in ICTs with specific results but organized for example in the proper use of audit tools and monitoring of municipal projects, tax payments, social comptroller of community organizations, among many others . Certainly in some countries there is more progress on this issue than in others, but this imbalance can be diminished with this type of actions even advised by the former.

Form a group of Instructors / collaborators within the Universities with the disposition to elaborate in a determined time a simple content to be taught continuously to the students about the essential concepts and participation offered by organizations that allow the functioning of the Internet where Include topics of Internet Governance.
Constituting groups of instructors / collaborators in the framework of University extension or community service, to develop and impart specific but essential topics in the daily use of ICTs to end users.
It will serve to encourage the participation of professionals in training, in matters of incidence in the future solution of problems that affect the population in Information and Communication Technologies, such as speed of access, digital divide, right to expression without retaliation, net neutrality, democratization of technology, community networks, among others.
Likewise, user training plans on basic ICT tools will allow an increase in the time of empowerment of the population in their use as well as the interest in the comptroller through them.
Depending on the phases to be planned for the points explained above, once the training phase has begun, it is expected to count a number of students with important notions in the participation of matters related to Internet Governance (which implies a subset of topics, very wide but important), communication standards and other related topics.
In the same way, in the case of end users, it is expected in the corresponding phase, to count a number of people with knowledge in the basic use of ICT tools such as electronic banking, email security, safe use of social networks , among other topics of social interest.
